Citizens Medical Center is an independent community-based hospital dedicated to improving the health and wellness of South Texas. Located in Victoria, Texas, it delivers quality health care in a personalized manner.
The 317-bed acute care hospital has over 1,2000 employees. They handle between 33,000 and 35,000 emergencies each year and they are a Level III (Advanced) Trauma Center. The hospital originally had diesel generators that allowed critical applications to function during a power outage. However, during an outage, elective procedures have to be postponed, which results in a significant loss of revenue. During Hurricane Harvey, the center lost water and electricity that prevented even critical applications from functioning and required them to evacuate patients to a safer location, resulting in a $6M loss of revenue for the hospital.

Project Description
Enchanted Rock’s Resiliency-as-a-Service solution provided the hospital with the most reliable form of backup power without a high capital cost. Enchanted Rock manages all of the operations and maintenance efforts, which takes the burden of maintaining the system off of the hospital. Since Enchanted Rock owns and operates the systems, it allows the client to focus on what matters most – providing high-quality service and comfort for their patients. Additionally, the new system is quieter, with cleaner emissions and allows the hospital to operate at full capacity.
Enchanted Rock designed a solution that integrates with the existing system. It took eight months from contract execution to system commissioning. Enchanted Rock’s team was physically on site for six weeks during deployment construction, cutover and testing – the entire time, the site was never without power. Enchanted Rock’s solution is located upstream of the diesel equipment, between the utility and the load, acting as a secondary utility power supply. In the event of an outage, the diesel generators will pick up the critical load. In tandem, Enchanted Rock’s generators are powered on and ready to pick up the entire facility’s capacity in a matter of seconds – including the loads the diesel generators are already powering. Because of this assurance, patients do not have to be evacuated, and the facility does not have to cancel elective procedures.
