The exponential growth of generative AI has catapulted data centers from invisible warehouses into new vectors for power demand growth and economic development. As hyperscalers race to secure the next GW of capacity, the “convergence” between technology and energy sectors is increasingly colliding with the “competition” for local resources with communities confronting rapid changes in land use, power demand and environmental impacts. How can regulators, utilities, local governments, and hyperscalers constructively collaborate to share the gains and minimize the pain? How can utilities and regulators balance the needs of “big tech” with residential ratepayers? Who should incur the additional cost and price increases?
